I’m not the best with faces but I think that’s Jean Stablinski wearing the UCI jersey in the crash footage at the 9 minute mark. That would put this as the 1962 TdF.
However, I’m not the best with faces, and my French is worse than my Icelandic, so I couldn’t say if they actually mention the rider. So I could very easily be wrong.
#137 in 1962 TdF was worn by Rik VanLooy — who had indeed won worlds in 1961. sorry to be a d*ck. (thanks letour.fr & wikipedia. so yep looks like some 1962 footage there.
